About Us
The Planning Department oversees land use planning, zoning, and community development for the United Islands of Alto. The department guides the long-term growth of the city by developing comprehensive plans, reviewing development proposals, and administering the Alto Zoning Code.
Working closely with the City Attorney's Office, the Department of Public Works, and other city agencies, the Planning Department ensures that new development is consistent with adopted plans and compatible with existing neighborhoods.

Key Services
- Zoning Administration: Interpretation and enforcement of the Alto Zoning Code, including permitted uses, setbacks, height limits, and density standards.
- Development Review: Review of site plans, subdivisions, and conditional use permits for residential, commercial, and industrial projects.
- General Plan: Maintenance and periodic update of Alto's General Plan, the city's long-range blueprint for land use, housing, circulation, and open space.
- Environmental Review: Assessment of environmental impacts for proposed development projects.
- Historic Preservation: Identification and protection of historically significant buildings and sites across the islands.
- Housing Programs: Administration of affordable housing programs, density bonus applications, and housing element compliance.
- Community Engagement: Public workshops, hearings, and outreach for major planning initiatives and code amendments.
Planning Commission
The Alto Planning Commission is an appointed body that reviews and acts on development applications, conditional use permits, and zoning amendments. Commission meetings are open to the public and are scheduled on the second and fourth Tuesday of each month.
