About Us
The Alto Department of Transportation (DOT) plans, designs, operates, and sets the standards for the city's transportation network — streets, traffic signals, signs, pavement markings, and the public right-of-way that ties them together. DOT is the city's traffic engineering authority: it decides how a street is supposed to work, and publishes the standards that everyone building in the right-of-way must follow.
Traffic Operations
The Traffic Engineering Division operates the city's traffic control devices — every signal, sign, and pavement marking on a city street. Traffic control in Alto is not improvised: devices are installed only where an engineering study supports them, and only in the form prescribed by the UIA MUTCD.

Projects & Construction
Alto DOT delivers transportation capital projects from concept through construction — corridor reconstructions, signal installations and upgrades, intersection safety improvements, and multimodal connections. Projects are built by contract, inspected by the city, and accepted for maintenance by DPW once complete.
Permits
Any work in the public right-of-way in the United Islands of Alto requires a permit from Alto DOT. The right-of-way is not simply the roadway — it includes the sidewalk, the planting strip, the curb, and generally the full width between property lines.
Road Conditions
Alto DOT monitors and manages traffic conditions across the city's street network — planned closures, incidents, severe weather, and special events. This page explains what the city does, what to expect, and how to find out what is happening right now.
Transit
Alto DOT plans and oversees public transit across the United Islands of Alto. Transit in an archipelago is a different problem than transit on a mainland grid: the causeways are chokepoints, the islands have very different densities, and a missed connection can mean a long wait rather than a short one. Alto's network is built around that reality.
Active Transportation
Active transportation is walking, cycling, and rolling — every trip made under a person's own power. Alto DOT designs and maintains the facilities those trips depend on: sidewalks, crossings, curb ramps, bikeways, and trails.
Traffic Safety
Alto DOT's traffic safety program works from the position that serious crashes are predictable and preventable, and that the street itself is one of the things that determines how badly a mistake ends. People will always make errors. A well-designed street keeps an ordinary error from being fatal.
Transportation Planning
The Transportation Planning Division does the long-range work: deciding what Alto's transportation network should become, and making sure individual projects add up to that rather than pulling against it.
Data & Maps
Alto DOT collects and publishes transportation data. Publishing it serves two purposes: it lets residents check the city's reasoning rather than take it on faith, and it lets anyone proposing a change argue from the same numbers DOT uses.
